Phoenix Services (Explosives Safety) Ltd generate and maintain Explosives Site Licences for organisations small and large, simplistic and complex.
It is essential that Explosives Site Licences are accurate and strictly adhered to. What constitutes an Explosives Site Licence is outlined below.
Sites licensed by the Health and Safety Executive, Explosives Inspectorate (HSE/ExI) are under the terms of the Manufacture and Storage of Explosives Regulations (MSER) 2005. The Explosives Site Licence is typically comprised of four parts (may have more as dependant on complexity):
1 The Terms of Licence: these lay down the conditions under which the Explosives Site is licensed. They do this by referring to Plans and Schedules.
2 Plans that show the:
· layout of the Explosives Site, including the size and location of all the buildings therein, and
· location of the Explosives Site in relation to the surrounding area, e.g. the area described by the MSER Licence Class D and E Separation Distances.
3 An Explosives Schedule that lists all explosives that can be present at the site, i.e. explosives manufactured, used or stored at the site.
4 A Building Schedule for each Explosives Building:
· states its identifying name, number/letter
· describes the construction of the walls, floor, roof, internal surfaces and mounding
· defines the use in terms of the permitted nature and quantity of explosives and the permitted activities, i.e. manufacture, process, storage, inspection, test etc.
· defines occupancy conditions (if applicable)
· the Class A to E Separation Distances (a.k.a Quantity Distances).
The Building Schedule may (if necessary) refer to line plans for that building which indicate:
· the outline of the building
· each room (numbered) within the building, corresponding to the schedule
· the mounding, traversing and other significant features
· the orientation of the building.
